
Multi-Building Roofing Rehabilitation Program

PWE successfully delivered a large-scale, multi-facility roofing rehabilitation program at Fort Sill, Oklahoma, encompassing 16 buildings across the installation, each with distinct roof systems, configurations, and performance requirements. The project demanded precise coordination, advanced material procurement, and disciplined execution within an active military environment operating under stringent safety and security controls.

The scope of work included full removal and replacement of clay tile roofing systems, high-performance single-ply TPO assemblies, and Class 4 architectural shingle systems, along with associated underlayments, insulation, decking repairs, flashings, drainage systems, lightning protection components, and ventilation upgrades.

. Each building presented unique challenges—ranging from complex roof transitions and low-slope interfaces to structural deck repairs and high-wind performance requirements—requiring detailed planning and building-specific sequencing.
A defining element of the project was the restoration and replacement of historic clay tile roof systems, utilizing custom-manufactured Ludowici clay tiles to precisely match existing profiles, colors, and architectural character. Procuring and integrating these specialty materials required long-lead coordination, strict quality control, and expert installation techniques to meet both manufacturer standards and U.S. Army performance criteria.

Work was executed in full compliance with NRCA standards, Tile Roofing Institute requirements, FM Very Severe Hail (VSH) ratings, and U.S. Army and USACE specifications, while maintaining continuous coordination with installation stakeholders to minimize disruption to ongoing operations. The project also included upgrades to insulation systems meeting modern energy codes, enhanced drainage and gutter systems, and carefully detailed transitions between steep-slope and low-slope roof assemblies.

Despite the scale and complexity of the program, PWE delivered the work with a small, highly skilled in-house crew, leveraging meticulous planning, disciplined quality control, and experienced field leadership to manage multiple buildings simultaneously without sacrificing craftsmanship or performance.
This roofing program stands as a clear demonstration of PWE’s capability to execute complex, high-volume federal roofing projects, combining specialty materials, technical expertise, and efficient self-performance to deliver durable, long-term solutions on mission-critical facilities.
