
Treadwell Tower Replacement

PWE successfully delivered the Treadwell Tower Replacement Project at Fort Sill, Oklahoma—a highly complex vertical construction effort executed within an active military training environment. The project focused on the construction of a new, modernized rappelling and training tower system, engineered to support demanding Army training operations.
The scope of work required exceptional precision and coordination, beginning with detailed site layout, surveying, and excavation, followed by the placement of large-diameter, deep concrete piers, grade beams, and structural foundations designed to support significant vertical and lateral loads. The work demanded strict adherence to structural tolerances, reinforcement placement, embedment depths, and alignment criteria critical to the long-term performance and safety of the tower systems.

In addition to the primary tower construction, PWE constructed retaining walls, concrete stairs, fencing systems, fall-protection zones, rope and rappel anchor systems, and supporting site infrastructure, all integrated into a compact and highly constrained footprint. The project also included electrical infrastructure, grounding systems, lighting, and lightning protection, requiring seamless coordination between civil, structural, and electrical disciplines.
All work was performed under stringent U.S. Army and USACE standards, including EM 385-1-1 safety requirements, detailed submittal and inspection protocols, and tight access and security controls. Despite these constraints—and the inherent challenges of vertical concrete and structural construction—PWE executed the project with a small, highly skilled in-house crew, relying on disciplined planning, exacting layout control, and experienced field leadership to deliver precise results.

The successful completion of the Treadwell Tower project stands as a clear demonstration of PWE’s capability to self-perform technically demanding, mission-critical military infrastructure, combining structural accuracy, construction expertise, and operational discipline on projects where failure is not an option.
